Counterfeit and IP Infringement Enforcement in Vietnam (May–June 2025)
1. Nationwide Campaign from May 15 to June 15, 2025
- On May 13, 2025, the Prime Minister issued Directive No. 65/CĐ-TTg, launching a national campaign against smuggling, counterfeiting, and IP rights violations.
- The campaign, chaired by Deputy Prime Minister Tran Luu Quang, took place from May 15 to June 15, focusing on key risk areas such as e-commerce platforms and consumer goods distribution.
- The goal was to crack down on major violations, dismantle counterfeit networks, and enhance deterrence through strict administrative and criminal measures.
2. Reinforced enforcement instructions in late May 2025
- On May 24, 2025, the Prime Minister issued a follow-up instruction for targeted inspections in high-risk sectors, including fashion, cosmetics, pharmaceuticals, and electronics.
- Local authorities and ministries were directed to intensify cooperation with Market Surveillance, Police, and Customs agencies to detect and handle IP violations comprehensively.
3. Enforcement Statistics (May–June 2025)
- According to the Ministry of Industry and Trade, from May 15 to June 15, 2025:
• Total detected violations: 3,114 cases
• Estimated value of infringing goods: ~VND 63 billion
• Total administrative fines imposed: ~VND 32 billion
• Value of confiscated or destroyed goods: ~VND 31 billion
• Criminal referrals: 26 cases
4. General Assessment
During May and June 2025, enforcement against counterfeit goods and IP infringements in Vietnam made significant progress due to strong top-down directives, inter-agency coordination, and increased technological surveillance. However, violations remain complex, especially on digital platforms, highlighting the need for long-term legal and institutional reforms./.
